No, learning cannot be perfectly observable.
Children learn a lot of things in every moment. They can learn how to comfort their friends when they are in trouble, how to talk nicely to not hurt other's feeling or how to forgive friends. All these things happen during interacting with people arounds them. They are not always observable for teacher. Some parts such as student' learning progress in class can be observable but still, not perfecrtly.
